We are committed to enhancing participation for Disadvantaged, Small, Minority, and Women Owned Businesses (SMWBE) in public sector procurement. As a core component of Supply SA—a regional initiative focused on building a sustainable, inclusive public procurement ecosystem—SCTRCA plays a pivotal role in certifying businesses so they can access government contracting opportunities. Position Summary The Certification Specialist plays a key role in facilitating the certification process for businesses seeking recognition through SCTRCA. This position is responsible for evaluating applications, conducting site visits and interviews, ensuring regulatory compliance, and supporting small businesses throughout the certification lifecycle.   • Evaluate new, renewal, and expansion applications for SMWBE, DBE, and ACDBE certification.
  • Assess eligibility for HUB certification in accordance with Texas Government Code and Administrative Code.
  • Conduct site visits or interviews to verify submitted business information.
  • Provide consultation and guidance to potential applicants regarding certification requirements and processes.
  • Engage in community outreach and represent SCTRCA at events and workshops.
  • Monitor certified firms for continued compliance and handle related inquiries.
  • Maintain accurate, timely records using the certification management system (CMS).
  • Prepare monthly and quarterly reports on certification activity, findings, and impact.
  • Coordinate with internal and external stakeholders to support outreach and awareness.
  • Perform other duties as assigned to support the agency’s objectives.
Qualifications **Required:**
  • High school diploma or GED.
  • Minimum of 2 years of experience in certification, procurement, compliance, or a related area.
  • Strong analytical skills and attention to detail.
  • Effective written and verbal communication skills.
  • Ability to manage multiple tasks and meet deadlines.
  • Proficiency with Microsoft Office and database tools.
**Preferred:**
  • Familiarity with SMWBE and DBE/ACDBE certification programs.
  • Experience working with diverse business communities.
  • Understanding of public procurement and small business development.
  • Schedule: Monday – Friday, 8:00 AM to 5:00 PM
  • Work Location: Onsite, San Antonio, Texas
